Ram P. Gupta (Posthumously)

Chatam Management Co., Inc


Ram Gupta was the founder of Chatam Management Co., Inc, a real estate investment and management firm that has been proudly based in the Bronx for the past forty-five years.  Ram grew up in a village in rural India, without electricity or running water, and was among the first in his village to attend college, graduating with a degree in accounting with distinction.  After becoming a Chartered Accountant, he worked as a manager of the Accounting Department of an Indian public utility company.


In 1970, Ram emigrated to the United States in search of opportunity to further his accounting career.  After performing accounting work for real estate clients, Ram was inspired to become an entrepreneur.  In 1976, he started his real estate business in the Bronx, where he and his wife lived and three years later, he formally established Chatam Management Co, Inc.  Over the next four decades, the Chatam real estate portfolio grew to include shopping centers, office and mixed-use/apartment buildings throughout the United States, including New York, New Jersey, South Carolina and Florida.


The borough that welcomed him became the center of his business career and inspiration for his philanthropic and community engagement efforts.  Ram served on the board of the Bronx-Manhattan Association of Realtors and the board of the American Red Cross Bronx Chapter.  And as the President of the Bronx Rotary Club, Ram spearheaded a project to deliver clean drinking water to his village in India.


Although Ram passed in 2023 from ALS, his legacy lives on.  Chatam continues its operations under the leadership of Ram’s daughter Anita.  And while Chatam now has nationwide real estate holdings, it remains based in Pelham Parkway and continues to expand its holdings here in the Bronx.  Anita, like Ram, is actively involved in the industry and the broader community, serving on the Executive Board of the New York Apartment Association (NYAA) and on the Board of Directors of New York Edge, one of the city's largest after-school providers.

GVC Transportation

When parents see their children off in the morning, the last thing they want to do is worry about their well-being on the way to school. With GVC LTD, they don’t have to. We’re proud to be an award-winning provider of school transportation services in the Bronx, NY. 

  

Since 1991, GVC has provided DOE-certified drivers and matrons. Over the last three years, GVC has an average of greater than a 98% Safety Rating with the New York State Department of Transportation. No one has to worry when we’re on the job. 

 

In addition to elementary levels, their school bus services offer pre-school pickups and drop offs. 

 

GVC staffs their buses with DOE-certified matrons who help kids get on and off the buses.  Every child arrives at school safely with GVC LTD. 

Rella Fogliano

MacQuesten Development 


The MacQuesten Companies history is closely tied to the story of its founder and CEO, Ms. Rella Fogliano. Since the age of six, Ms. Fogliano has been visiting construction sites. The only child of a prominent general contractor, Sabino Fogliano, at the age of seventeen she began working part-time in the company that he started in 1960 and that bore his name. Upon graduation from Fordham University in 1983 Rella joined the firm full-time. 


When Mr. Fogliano retired in 1988, Ms. Fogliano formed MacQuesten General Contracting, Inc. and continued to perform work for many of the same clients. In the early nineties, Ms. Fogliano set out to develop properties that the company had acquired, especially in the Bronx. She found that there was a significant shortage of new affordable housing throughout the New York Metropolitan area. The first successful example of this housing is Hughes Avenue Crescent. It was funded through the New York State Housing Trust Fund Corporation, the proceeds of tax credits, and conventional financing. The building, housing 63 families, was completed in March of 1996 and is still operating successfully today.


In early 2003 Ms. Fogliano formed MacQuesten Construction Management, LLC and MacQuesten Development, LLC. Together the companies specialize in financing, designing, and construction management of multi-family and commercial properties, which are then privately held by affiliated companies.


The MacQuesten Companies successfully completed one of the first projects under New York City Housing Development Corporation’s (HDC) then newly created New Housing Opportunities Program (NHOPS). The project, known as Palmer Court Homes, was completed in 2001.


Another first in New York State was the project known as Tony Mendez Apartments which was funded under The State of New York Homes and Community Renewal’s (HCR) Homes for Working Families Program and Tax Exempt Bond Financing through HDC. The property on which Tony Mendez Apartments are built is formerly owned by the City of New York. After the required ULURP, the land was disposed of to Madison Court Associates, LP an affiliate of MacQuesten Development.

Janet Peguero

A seasoned public servant and strategic leader, Janet has built a career focused on equitable access to services, local economic development, and empowering underrepresented communities. Janet served as the Deputy Borough President for the Bronx, where she made history as the first immigrant woman of Dominican descent to hold the position. In that role, she managed key units including Land Use, Health and Human Services, Community Boards, and Policy. She played an instrumental role in driving major revitalization efforts such as the reimagining of the Kingsbridge Armory-securing $200 million in state and city funding and launched initiatives to support small businesses, maternal health, and community-based development. 


Janet's government service also includes roles at the NYC Department of Small Business Services (SBS), where she developed and led the city's first Commercial Lease Assistance program and served as Senior Rezoning Manager for the Bronx and Upper Manhattan. Her work prioritized equitable access to city services, pro bono legal aid, and inclusive planning. 


Janet's career began in the nonprofit sector at the Vance Center for International Justice, where she built cross-border networks to expand legal access for civil society organizations across Latin America and Africa. She also held roles at Montefiore's Behavioral Health Unit and Cardinal McCloskey, further deepening her commitment to community well-being. 


Janet earned her B.A. in Latin American and Caribbean Area Studies and Sociology from SUNY Binghamton as an EOP scholar and is a proud graduate of New York City public schools. She is also a 2019 Council for Urban Professionals (CUP) Fellow and served on boards including the NYCEDC and NYC IDA/BUILD, where she influenced policy decisions around land use and inclusive growth. 


She currently holds the role of Chief Operating Officer At Constantinople & Vallone, a government relations firm where she gets to leverage her deep experience in public affairs, and stakeholder engagement to advocate for her portfolio of nonprofit clients.
